Back in the late 19th Century, an Imperial Army Artillery Regiment was deployed to Yokosuka, and its main mission was to defend against foreign naval ships entering Tokyo Bay.
So, a number of artillery battery sites & bunkers (forts) were built on top of Yokosuka's bluffs and capes.
One prime location is a hill directly overlooking the downtown and harbor areas, with a line-of-sight going straight out to Saru Shima (Money Island) and the Tokyo Bay sea-lanes located just beyond it.
Any ships sailing through those waters could be clearly seen, and easily targeted by the large coastal defense howitzer cannons.
